In the same venue where Wishard celebrated Marion County voters’ overwhelming 85-percent approval of new hospital facilities on November 3, 2009, project leaders offered a landslide of information to local building trades leaders on Tuesday as part of the pre-bid meeting for the construction bid package Wishard estimates to be the largest of the project in terms of components and opportunities it will create for businesses owned by minorities, women, veterans and persons with disabilities.
Wishard held the pre-bid meeting for Bid Package 5 at the historic Madame Walker Theatre downtown, where a theater full of local contractors and building trades leaders gathered information about the opportunity-filled package. Project leaders answered questions and shared details of the recently released scopes and bid documents for Units 2-15 and Unit 18 of the package, which includes fit out of the new hospital, outpatient care building and central utility plant. Wishard plans execute the bidding for the remainder 41-unit Bid Package 5 over the course of the year.
“In this historic and important theatre just a few blocks down the street from Wishard and the site of The New Wishard, we celebrated the day the people of Marion County made possible a new Wishard,” said Matthew Gutwein, president and CEO of Health & Hospital Corporation of Marion County, which operates Wishard. “It’s very appropriate that today, one day after one of America’s most important holidays – Dr. Martin Luther King Jr. Day – we meet to share information on this package, which holds the largest opportunity for minority-, women-, veteran- and persons with disabilities-owned businesses to work on The New Wishard.”
The package features 15 individual scopes for sections of work in piping; plumbing; pneumatic tube system; kitchen equipment; fire protection; heating ventilation and air conditioning (HVAC); site utilities; electrical; communications systems; temperature controls; and fire alarms for the hospital, outpatient care building, and central utility plant.
“The New Wishard will be a quiet, clean, safe and welcoming hospital focused on patient comfort and care,” said Dr. Lisa Harris, CEO and medical director of Wishard Health Services and a practicing physician and faculty member of the IU School of Medicine. “With respect to The New Wishard’s construction, these characteristics are rooted in fit out components such as ventilation, heating and air conditioning, electrical systems, piping and plumbing. These elements are critical to providing the highest quality care we can at Wishard, and the opportunities they will create for the local workforce serve to heighten the importance of this package.”
The New Wishard Diversity Team is working with the City of Indianapolis Department of Minority Women and Business Development (DMWBD) and held an outreach meeting for M/W/VBEs interested in opportunities to work on Bid Package 5 on January 14. Wishard plans to hold at least one more outreach event prior to the bid date. The outreach events provide an opportunity for interested parties to learn about the bid process, subcontracting opportunities and to ask questions of project leaders.
“We are pleased to work with Wishard to maximize the opportunities for minority-, women- and veteran- and persons with disabilities-owned businesses on this package, a focus that is good for jobs and increasing the capacities and capabilities of our Indianapolis M/W/VBEs,” said DMWBD Director Greg Wilson. “Wishard is meeting shared goals in construction contracting, and we look forward to continued outreach and achievement of project goals.”
Through December 21, Wishard construction contracts were ahead of the project goals of 15 percent MBE, 8 percent WBE and 3 percent VBE participation, with more than 31 percent of all construction contracts committed to M/W/VBEs.
The bid date for the package is 10 a.m. on Wednesday, March 2 at the Madame Walker Theatre. Wishard released the invitation to bid for the package on January 6. Wishard’s project schedule calls for bidding Units 20-24 of Bid Package 5 within the next few months and the remaining units in the summer and fall.

The New Wishard Diversity Team will host a holiday benefit on Wednesday to provide gifts to children at The Julian Center. The targeted goal is to collect gifts and donations it will use to purchase gifts for at least 75 children at The Julian Center, with all proceeds going to The Julian Center. The New Wishard Diversity Team consists of Vickie Howard, support services manager, Barbara Holder, diversity manager, and diversity coordinators Jessica Reeder and Jonathan Carpenter.
“In the spirit of the season, we are inspired to provide the gift of our support to these children, many if not all of whom will be forced by their circumstances to experience the holidays in a different and more unfortunate way than most people,” said Holder. “We know that not all children desire the same gifts during the holidays, that some only want to be safe and warm and loved. No child should be left behind for the holidays. We want to show them that they are loved and cared for, and we want to share with them these gifts and happiness.”
The celebration and benefit event will be from 5:30 p.m. to 8:30 p.m. at 300 East in the Julia Carson Government Center at 300 E. Fall Creek Parkway. Guests are asked to bring gifts in the $10-$15 range for boys and girls ages 2-17 years old or monetary donations. Organizers will collect, purchase and package the gifts, and they will deliver them to The Julian Center on Friday, December 17.
“These children are being deprived of the gift of a safe, peaceful and comfortable childhood, and we want to do everything we can to let them know that they are cared for, they are loved and they are cherished,” said Howard. “They deserve our support, and they deserve safe and happy holidays.”
The New Wishard Transformation Team is a team of independent contractors working to create The New Wishard. The Diversity Team focuses on ensuring the project gets maximum participation from minority-, women- and veteran-owned businesses (M/W/VBE), conducting workshops and outreach events as well as executing the diversity plan for the project.
The New Wishard is pursuing City of Indianapolis goals for participation of 15-percent MBE participation, 8 percent WBE participation and 3 percent VBE participation. As of Nov. 10, the project team had executed contracts totaling more than $96 million of which more than 17 percent were MBEs, nearly 11 percent were WBEs and nearly 4 percent were VBEs.

On Tuesday, July 27, some of the city’s most respected Latino leaders gathered with the business community to network and discuss contract opportunities available to minority-, women- and veteran-owned businesses through The New Wishard project.
The networking session and panel discussion, “Hispanic/Latino Connection: Making the Contract Connection,” was co-sponsored by several stakeholders, including the Hispanic Business Council of the Greater Indianapolis Chamber of Commerce, Indiana Commission of Hispanic and Latino affairs, Indiana State Hispanic Chamber of Commerce, Garcia Construction, Cabello Associates and OfficeWorks. Presenters discussed upcoming bid packages and successful business strategies to help grow companies.
The New Wishard Diversity Team is taking a unique approach to achieving minority-, women- and veteran-owned participation by targeting outreach efforts to specific minority groups.

“During our outreach events we spotlight prominent individuals that represent the audience we are trying to reach,” said Barbara Holder, The New Wishard Transformation Team’s diversity manager. Each of our outreach efforts are spearheaded by a diverse group of community agencies and organizations.”
The highlight of the morning session included inspiring remarks by Dr. Gerardo Gomez, one of the leading surgeons at Wishard Hospital and Indiana University Level One Trauma Center.
“When I moved to this city, I chose to work at Wishard Hospital because of its commitment to serving the community,” said Dr. Gerardo Gomez. “I am passionate about the work of Wishard and am excited about the community’s involvement in The New Wishard project.”
Dr. Gloria Berlanga King, director of multicultural affairs & Hispanic health, along with the New Wishard Transformation Team shared contract opportunites on The New Wishard project.
“We’re here to let you know that we care about the Latino community and your participation on this project,” said Thomas Ringham, associate vice president of facilities transformation for Wishard Hospital.
Several City officials showed their support for the project’s goals for inclusion of minority-, women- and veteran-owned businesses, including Carlos May, the City’s newly appointed director of Latino affairs.
“While it’s nice to see all of these business owners and city leaders present, I’d also like to see members of the community attend these events,” said May. “Integration of business owners, city leaders and community members will bring the entire Latino community to the next level.”
May was joined by Greg Wilson, director of the Department of Minority and Women Business Development for the City of Indianapolis, Virgil Madden of the Office of the Lieutenant Governor, State Representative John Bartlett, State Representative Paul Bateman and City-County Councillor Angel Rivera.
Danny Lopez, executive director of the Indiana Commission for Hispanic and Latino Affairs moderated a Latino business owner panel discussion, which included panelists Charlie Garcia, president and CEO of Garcia Construction Group and Kathy Cabello, president of Cabello Associates. The panel discussion focused on the challenges and opportunities for Latino business owners.
“For a new business owner, I understand that it’s hard to find time to attend pre-bid meetings,” said Cabello. “But, it is important so that you understand the certification and bid processes and how your company can be utilized.”
The three-hour event included a presentation by Key Bank on financing and bonding and concluded a question and answer forum.
This event was one of a series of continued efforts presented by The New Wishard Transformation Team and the City of Indianapolis to provide information to increase opportunities for minority-, women- and veteran-owned businesses on the New Wishard project to achieve the shared participation goals of 15 percent for minority-owned business, 8 percent women-owned business and 3 percent for veteran-owned business participation.

Some of the Indianapolis area’s most respected leaders gathered on Friday, June 11 to share their commitment and thanks to America’s veterans and to deliver information and advice as part of “For Veterans Only: The Road to Contract Success,” a workshop for veteran-owned businesses.

Deputy Mayor Olgen Williams speaks to veteran-owned business leaders at “For Veterans Only: The Road to Contract Success.”
The City of Indianapolis Department of Minority and Women Business Development partnered with Wishard to host the event at the New Life Worship Center. The four-hour seminar featured panel discussions and presentations on contracting opportunities and advice for veteran-owned businesses as well as information on upcoming projects including The New Wishard project and others from the City and State.
“The mayor is a veteran himself, and one of the things he has committed to do is look out for veteran businesses,” said Deputy Mayor Olgen Williams, himself a U.S. Army veteran. “He wants to make sure veterans are included in any opportunities that would be available in Marion County and the City, and I strongly agree. We must ensure veterans have the opportunity to be successful in America because all veterans have prepared to make the ultimate sacrifice for us.”
Williams was joined by District 95 State Representative John Bartlett, District 96 State Representative Greg Porter, Wishard Health Services CEO and Medical Director Dr. Lisa Harris, and Virgil Madden of the Office of the Lieutenant Governor.
“Events like this show the commitment from Wishard and the City and State to work to provide information and opportunities for veteran-owned businesses. These are programs our community can be very proud of,” said Rep. Bartlett.
Many other community and contracting leaders and officials participated in the event, including Daniel Lopes, Executive Director of Indiana Commission for Hispanic and Latino Affairs. Panel discussions focused on upcoming contracting opportunities including The New Wishard, Super Bowl 2012, the Deep Rock Tunnel project and more.
“Our veterans are the embodiment of the greatest virtues of this nation,” said Harris. “The information shared at today’s event is vital to success for contractors. Our entire community is coming together to show the spirit of compassion and service we strive for each day at Wishard – the very compassion that is making possible The New Wishard, a new hospital for all of Indianapolis and one we are committed to ensuring our veteran business community helps build.”
The City Department of Minority and Women Business Development joined with state officials to present information on the certification process, while services available to veterans, issues surrounding contracts, financing, bonding and surety, and specific opportunities related to The New Wishard project were also discussed.
“Our goal today was to try to begin to fill the gaps of opportunity for veteran-owned businesses so we can assist them in achieving success and fulfill opportunities as well as help them increase the capacity to compete for work on projects like The New Wishard,” said Porter. “Our goal has been to build capacity, collaboration and ultimately success for our community.”
Pastor John F. Ramsey of the New Life Worship Center, which hosted the event, delivered the welcome, while Pastor Jerry Hillenburg, a Retired United States Marine, delivered the invocation.
The event is one of a series presented by The New Wishard Transformation Team and the City of Indianapolis to provide information to increase opportunities for minority-, women- and veteran-owned businesses on The New Wishard project and others to achieve the shared participation goals of 15 percent for MBE, 8 percent for WBE and 3 percent VBE participation.
